Hide loading indication after personal_sign (#9006)
The loading indication had remained after successfully signing with
`personal_sign`. This mistake was introduced accidentally in #8434.

This is noticeable if you confirm the signature in the popup UI or
fullscreen UI, as they remain open after signing. The notification UI
closes after signing without waiting for this loading indicator to be
removed.

Fix ListItem styles (#9002)
The styles for the `ListItem` component were recently broken in #8989
because of a change made by `stylelint`. It incorrectly removed the
`fr` unit because of the `length-zero-no-unit` rule. This was a bug
that has since been fixed in `stylelint`; it should have left the `fr`
unit in this case.

Update stylelint from v9.10.1 to v13.6.1 (#9001)
The changes made between v9.10.1 and v13.6.1 don't appear to be
relevant to us, aside from bug fixes that we'd benefit from.

`gulp-stylelint` also needed to be updated, as it's in-step with
`stylelint`. It went from v7 to v13.0.0. The changes aren't notable
here for us either.

Fix web3_clientVersion method (#8998)
This method was accidentally broken with the introduction of the
permissions controller, as this was missing from the list of safe
methods.

It is now included in the list of safe methods.

Uncomment stylelint rules (#8988)
These rules were commented out in #8169 because they had existing
violations. However, these were all due to the inlining of vendored
CSS, which was removed in #8986. These rules no longer have any
violations.

a789c23faa
Replace inlined vendored CSS with import (#8986)
The vendored CSS required by `react-tippy` is now imported instead of
inlined. This should result in no functional changes, and it makes it
easier to lint our styles.

This was originally inlined in #3120 when `react-tippy` was first added
to the project. It has not been updated since then, so I don't think
there's any risk this has gotten out-of-sync.

Fix stylelint (#8169)
* Stylelint: Ignore only top-level directories

The `.stylelintignore` entries lacked leading slashes, so most of the
UI code was ignored (because it fell under the `ui/app` directory, and
`app/` was ignored.

The leading slashes ensure only the intended top-level directories are
ignored.

* Simplify stylelint rules

We use the `stylelint-config-standard` rule-set, so most commonly-used
stylelint rules are inherited from that.

Some of the removed rules were redundant, some of them were more strict
than the rules in `standard` and we hadn't been following them in
practice, and some were obsolete.

* Convert stylelint config to JavaScript

JavaScript is a bit easier than JSON to work with, as it allows
comments.

This was also done to make it easier to merge in the `stylelint-config-
standard`, which is also in JavaScript.

* Inline `stylelint-config-standard`

I intend to go through each of these rules one-by-one, which is easier
with all of these rules inlined. Selectively overriding/disabling them
would have been messy.

* Comment out rules that aren't current working

These rules have been temporarily disabled. They will be re-renabled
one-by-one as they are fixed. This was done to make it easier to split
these changes among separate PRs, as many of the rules require
extensive functional changes.

* Add `stylelint` to `lint` script

`stylelint` is now run as part of the `lint` script. There is also a
separate `lint:styles` script for running just `stylelint`.

Remove integration tests (#8959)
The remaining integration tests are all covered by e2e tests, so
they're no longer needed.

All associated scripts, fixtures, and dependencies have also been
removed.

Add personal_sign e2e test (#8958)
This tests the `personal_sign` method using the test dapp. This test
reflects part of the `confirm-sig-requests` integration test, which
tests the confirmation of a `personal_sign` signature request.

A `data-testid` prop was added to the 'Sign' button on the signature
request confirmation page, to make it easier to select the 'Sign'
button reliably.

Update @metamask/test-dapp to v3.1.0 (#8963)
This updated test dapp has a new `personal_sign` button. It also fixes
the `Encrypt` button, which was broken in `v3.0.0`.

The `signature-request` e2e test needed to be updated to find the
'Sign' button by id rather than by text, since there are now two
buttons with the text 'Sign'.

Add test-dapp to withFixtures environment (#8957)
The `withFixtures` helper function now has the option of starting the
test dapp as well. It will wait to ensure it has started up correctly,
and it'll shut it down when the test ends.

Split createStaticServer from static-server.js (#8955)
The `createStaticServer` function was split from the `static-server.js`
script, so that the static server could be constructed
programmatically. `static-server.js` remains responsible for the CLI.

This was done to make it easier to programmatically start the test dapp
from e2e tests.

Add data-testid to the EthOverview balances (#8951)
Both the primary and secondary balance components on `EthOverview` now
have `data-testid` props, so that they can be more easily referenced in
e2e tests.

This required the addition of a `data-testid` prop to the component
`UserPreferencedCurrencyDisplay`, which is passed through to the
underlying `CurrencyDisplay` component.

Add verbose reporting on failure to withFixtures (#8949)
The e2e test helper function `withFixtures` now includes verbose
reporting on failure. Whenever a test fails, debugging information will
be saved to disk, just as with the other e2e test modules.

Check browser logs in withFixtures e2e test helper (#8947)
e2e test that use the `withFixtures` helper now check for console
errors after each successful test. If any errors are found, the test
fails.

It's currently enabled for Chrome only, because the Firefox driver
throws an error when you attempt to get the browser logs. Not sure why
exactly, but it's a long-standing problem.

Refactor webdriver method verboseReportOnFailure (#8948)
The webdriver method `verboseReportOnFailure` had previously taken a
single parameter, `test`, which was an object representing the current
Mocha test. However, only one property was used (`title`).

Instead the `title` is now passed through directly. This was done to
make this function easier to use outside of a Mocha context.

Throw error upon currency update failure (#8944)
The currency rate controller is updated upon each network change, as
the "native currency" is network-dependent and might have changed.
However, any thrown errors were being caught and passed to an empty
callback.

The errors are now re-thrown in the callback. As a result, the errors
will now be printed to the console and sent to Sentry.

Remove recipient blocklist checker (#8943)
It seems that this blocklist checker never worked correctly. Ever since
the initial commit, it was comparing the Number `1` to the `networkId`,
which is a string. Additionally, even if it did throw, the transaction
continued unhindered. The user could still approve it, and there was no
indication shown to the user that anything went wrong. Also some of the
blocklist entries were incorrectly mixed-case, and were never hit.

We can remove this for now, and re-add it later on after we rewrite the
transaction controller.

Fix display of incoming transactions (#8942)
The `metamaskNetworkId` property in the `txMeta` for incoming
transactions was incorrectly set as a Number instead of a String. This
change was made accidentally as part of #8627.

As a result incoming transactions were being excluded from the
transaction list, as they didn't have a matching network ID.

`metamaskNetworkId` is now set to a string, and a migration has been
added to ensure `metamaskNetworkId` is converted to a string for any
incoming transactions in state.

Fix account tracker optimization (#8936)
An optimization in `account-tracker.js` was being skipped consistently
due to a type error (a number was being compared to a string).

The optimization in this case was to update the balances for all
accounts with a single request, rather than one request per account.
