Implementing first pass of veAllocate schema, handlers, and test cove… (#490) * Implementing first pass of veAllocate schema, handlers, and test coverage. * Fixed compiling issues, wrote compiling & testing outline inside of veAllocate.test. More to come. * Created documentation.
