Fix implicit-arrow-linebreak issues (#9201)
See [`implicit-arrow-linebreak`](https://eslint.org/docs/rules/implicit-arrow-linebreak) for more information.

This change enables `implicit-arrow-linebreak` and fixes the issues raised by the rule.
