Fix autolock field to accept decimals in Firefox (#19653)
The autolock field on the Settings screen — the field that allows users
to set the duration that MetaMask will wait for until automatically
locking — does not always accept decimal numbers. This breaks the e2e
test for this feature as it attempts to set this field to "0.1".

More specifically, the React component responsible for this field passes
whatever the user inputs through the `Number` function immediately and
then uses this to repopulate the input. Therefore, if the user enters
"3" followed by a ".", `Number("3.")` will be called. This evaluates to
the number 3, and "3" becomes the new value of the field. As a result,
the "." can never be typed.

Curiously, this behavior only happens in Firefox; Chrome seems to
keep the "." in the input field when it's typed. This happens because
`onChange` event doesn't seem to get fired until a number is typed
*after* the ".". This may be due to underlying differences in the DOM
between Chrome and Firefox.

Regardless, always passing the input through `Number` creates other odd
behavior, such as the fact that the input can never be cleared (because
`Number("")` evaluates to 0).

This commit solves these problems by saving the "raw" version of the
user's input as well as the normalized version. The raw version is
always used to populate the input, whereas the normalized version is
saved in state.

Rename provider to providerConfig (#18907)
* Rename `provider` to `providerConfig`

The network controller `provider` state has been renamed to
 `providerConfig`. This better reflects what this state is, and makes
this controller more closely aligned with the core network controller.

All references to the provider configuration have been updated to
prefer `providerConfig` over `provider`, to make the distinction clear
between a provider and provider config.

Expand usage of getProviderConfig selector (#18906)
The `getProviderConfig` selector is now used anywhere the `provider`
state was previously referenced directly. This was done to simplify
renaming this state from `provider` to `providerConfig` in a later PR.

Note that there are many opportunities left to use more-specific
selectors (e.g. `getChainId()` over `getProviderConfig().chainId`), but
that was intentionally omitted from this PR to reduce the size. I
started going down this path and it quickly exploded in scope.

Refactor provider config selector (#18905)
The provider configuration selector has been renamed from `getProvider`
to `getProviderConfig`, and it has been moved from the selectors module
into the MetaMask slice. A JSDoc description has been added as well.

This refactor was done to make a future PR simpler, and to make this
selector better aligned with best practices.

This relates to #18902

Convert shared/constants/metametrics to TS (#18353)
We want to convert NetworkController to TypeScript in order to be able
to compare differences in the controller between in this repo and the
core repo. To do this, however, we need to convert the dependencies of
the controller to TypeScript.

As a part of this effort, this commit converts
`shared/constants/metametrics` to TypeScript. Note that simple objects
have been largely replaced with enums. There are some cases where I even
split up some of these objects into multiple enums.
