`@metamask/controllers` is deprecated, and most of the controllers that
lived here are now located in their own package ([1]). This commit
replaces `@metamask/controllers` in `package.json` with references to
these packages and updates `import` lines to match.

The controllers package has been updated to v33. The only breaking
change in this release was to rename the term "collectible" to "NFT"
wherever it appeared in the API.
Changes in this PR have been kept minimal; additional renaming can be
done in separate PRs. This PR only updates the controller names,
controller state, controller methods, and any direct references to
these things. NFTs are still called "collectibles" in most places.

Add tests for the `block-tracker-inspector` middleware — which makes
sure that the block tracker never has a reference to the latest block
which is less than a block number that shows up in an RPC method's
response — and the Infura middleware — which takes care of sending the
request to Infura, and will retry the request up to 5 times if Infura
sends back a certain type of error.
Note that the `retry-on-empty` middleware is not tested because it
currently has a [bug][1] which is making it ineffective.

This PR changes over the deprecated knobs and actions in `fee-card.stories.js` to controls.
I attempted to create a `README.mdx`, but unfortunately the `<ArgsTable of={FeeCard} />` refused to render out any of the documentation comments I added to the `FeeCard.propTypes`, thus that has not been included (and no documentation has been added to the propTypes of FeeCard).
_Please note:_ currently nested arg types are not possible in StoryBook, but discussions are open: https://github.com/storybookjs/storybook/issues/11486. This means that the StoryBook shows `primaryFee`, `primaryMaxFee`, `secondaryFee` and `secondaryMaxFee`, but these are mapped to the 2 `primaryFee` and `secondaryFee` props of the component. This is visible if the developer clicks on the `Show code` button at the docs page in StoryBook.

The `data-test-id` prop has been added to `TextField`. This prop allows

This PR adds `snaps` under Flask build flags to the extension. This branch is mostly equivalent to the current production version of Flask, excepting some bug fixes and tweaks.

The form used for creating a vault on the "Import" page of onboarding
and on the "Restore vault" page is nearly identical, yet the
implementation is totally separate. It has now been extracted to a
separate component, consolidating the two implementations.
There is a "terms of use" checkbox on the import page that isn't on the
restore vault page, so that part has been made optional. The "submit"
button text differs between the two uses as well, so that is
customizable.
There are slight styling differences between the old and new versions
of this form. The fonts and spacing are all using our new standard
design system guidelines, and we're using our standard checkbox now as
well. The spacing and font sizes were chosen somewhat arbitrarily by me
to resemble the old styles, so please feel free to suggest changes if
you think they can be improved upon.
There are some slight copy changes to the "Restore vault" page as well;
the placeholder text and the label for the "Secret Recovery Phrase"
field now matches the "Import" page copy.
