The e2e test script now accepts a `--retry-until-failure` flag that can
be useful for locally reproducing intermittent failures.
Normally the `retries` option will only retry upon failure. But if
you want the test to fail to inspect the failure state, you want it to
keep running until the first failure then stop. This flag accomplishes
that, reversing the retry conditions.
The `chmod` step has been removed from the GitHub Actions workflow for
adding release labels. The script has been made executable in the
repository instead (the file mode is tracked by git).

* Fix `devTest` build that have LavaMoat enabled
The build script compiles the LavaMoat runtime during each root task,
but it was not recognizing `testDev` as a root task. As a result, all
`testDev` builds were broken unless LavaMoat was disabled.
The list of root tasks has been updated to include `testDev`. It should
now be complete.

* Rename `provider` to `providerConfig`
The network controller `provider` state has been renamed to
`providerConfig`. This better reflects what this state is, and makes
this controller more closely aligned with the core network controller.
All references to the provider configuration have been updated to
prefer `providerConfig` over `provider`, to make the distinction clear
between a provider and provider config.

The mobile sync feature has been removed. It has been disabled for
years. When we enable sync again, it will be using a different
implementation. This has already been removed on the mobile side.
Sentry console logs were failing with the error "Error: TypeError:
Cannot read properties of undefined (reading 'log')". This error has
been fixed; now Sentry can log errors to the console.

The MMI build type is still a work in progress, and should not be
expected to build successfully yet, so we haven't committed a LavaMoat
policy to the repository for it yet. The policy update script has been
updated to skip MMI by default for now; we can include it after that
build has reached a point where we are confident it will build
successfully.

The static server script no longer uses `pify`. `pify` was being used
to promisify the `fs.stat` function, but that function has a built-in
Promise-supporting API that is now used instead.
