Fix MMI build ( #18415 )

In the MMI build, the build fencing in this component resulted in an
`else` block with no preceding `if` block, which is a syntax error.
The fence in this case was meant to include "all non-Flask build
types", MMI was mistakenly missing from that list.

There was a propType error shown on the snap install screen about the
`name` property of `targetSubjectMetadata` being missing despite it
being marked as required. This property should not have been required,
it does not always exist.
